My Story

Here’s a glimpse into the personal background, mission, and values I bring with me each day as Andrew County Commissioner.

Deep Roots in Andrew County

With family roots 175-years deep in Andrew County, I am proud of my family’s opportunity not only to grow in Andrew County but with Andrew County. My wife, Jennifer, and I raised our two children, Phillip and Lillie (Hegeman) Vincent, on our family farm west of Cosby, where we produce crops and livestock alongside my brother, Dan Hegeman, and his wife, Fran.

Now, my niece, Hannah, and her husband, Colten Catterton, my nephew, Joseph Hegeman, and his wife, Breanna, and my daughter, Lillie, and her husband, Matthew Vincent, are establishing their own operations on the farm. Together, they represent the 6th generation of the family on the farm.

I am proud of the rich agricultural tradition of the county and the agricultural leaders we have produced. Having worked in agriculture my entire life, I am honored to be able to represent these interests in my role as Andrew County Commissioner.

From a young age, I was raised with a deep-rooted sense of service. My whole life, I have strived to take an active role in serving our community.

My Mission as Commissioner

It is the responsibility of county government to attend to the safety and well-being of citizens in an efficient, transparent, and forward-thinking manner.

Generally, I align myself with the axiom “Government that governs least governs best.” However, there is no denying that some public service and infrastructure needs are best handled at the county level. 

As an entrusted elected official, I don’t only attend the routine Commission sessions each Monday and Thursday. I take a more proactive approach. I make myself available at ALL times to prioritize the responsibilities of the office and the needs of the county.

As the Andrew County Presiding Commissioner, I will ensure all county affairs are handled with unwavering integrity and efficiency, while proactively identifying opportunities for growth and strategically confronting challenges head-on to pave a path toward unprecedented prosperity for our community.


A Family Man at Heart

I am blessed and grateful to have had a solid family support network from day one. My parents, grandparents, aunts, and uncles instilled in me a strong work ethic and moral compass. Raised with strong Christian values, I aspire to live by those morals every day.

I consider my wife, children, and grandchildren among the greatest blessings in my life. My wife, Jennifer, is not only the love of my life but my closest friend and trusted counselor. My siblings and church family are also a vital source of strength and encouragement in trying times.

Although I could write a whole essay here about how proud I am of our children, I’ll give you the short version.

After graduating from Savannah High School in 2016, our son, Phillip, earned a B.S. double-major in math and physics at the University of Missouri, which happens to be my alma mater. Now, he is enrolled in a PhD program at Indiana University, where he is working to obtain two dual doctorate degrees. I guess you could say he likes to do two things at once!

Our daughter, Lillie, graduated from Savannah in 2017 and proceeded to earn a journalism degree from the University of Missouri. Recently, she moved back to Andrew County from Baton Rouge, Louisiana with her husband, Matthew Vincent, and sons, Mark and Luke. Lillie is currently teaching elementary music in the Savannah RIII School District, and Matthew has accepted a position teaching middle-school science in Savannah in the 2026-27 school year.
